Meet Dr. Matt
Dr. Matt Basinger, EngScD is an engineer, entrepreneur, and long-term resident of Papua, Indonesia who has spent more than a decade helping develop practical solutions to challenges in energy, education, and community development. After founding engineering companies in Indonesia and South East Asia, and leading ventures in renewable energy, Matt most recently served as the founding director of Papua Hope Language Institute and now volunteers as a global power systems consultant with Mission Aviation Fellowship (MAF), and StB Giga (LFP Batteries). His work is motivated by a desire to use engineering and business as tools to serve communities, strengthen local leadership, and demonstrate Christ’s love through excellence, integrity, and long-term partnership.
More About PT Nusa Surya Papua (NSP)
NSP is a new Papua-based solar company being launched by Dr. Matt Basinger and Antoni Ong through the rebranding of PT LVI. NSP builds on more than a decade of experience developing clean energy solutions in Indonesia. Through PT Anekatek, Matt led engineering consulting projects that included surveying more than 500 villages across Indonesia for renewable energy development and supporting commercial solar and infrastructure initiatives. Through Electric Vine, he helped pioneer a rural micro-utility model, raising over US$4 million from international utility Engie and Indonesian power producer Adaro and deploying over 1 MWh of village-microgrid capacity across multiple Indonesian provinces. Although regulatory barriers ultimately prevented the utility model from scaling, the experience provided invaluable technical, operational, and entrepreneurial lessons that shaped a more focused and commercially sustainable path forward.
That next chapter is NSP. In early 2026, Matt completed a 17.6 kWp / 50 kWh off-grid solar installation at Papua Diving, one of the world’s premier dive resorts, supporting the ReShark marine conservation initiative and demonstrating the team’s ability to deliver complex renewable energy projects in remote environments. With seed funding from the Passion Ventures Fellowship, NSP will launch as a locally rooted solar company focused on three complementary areas: solar air conditioning, small-commercial solar PV systems, and off-grid solar installations. Rather than operating utility infrastructure (like Electric Vine), NSP’s strategy is to deliver practical, reliable energy solutions while creating local employment, strengthening technical capacity in Papua, and earning a reputation as the most trusted solar company in Papua.
